Inclusion – The National Context
The Department for Education is placing a greater emphasis on developing a more inclusive mainstream education system, so that children’s needs are identified and met earlier and more pupils can access the support they need within their mainstream school. From 2026–27, the Government has introduced a new Inclusive Mainstream Fund, providing additional funding to schools to strengthen inclusive practice, remove barriers to learning and participation, and develop early, evidence-informed support for pupils with additional needs and SEND.
Schools are expected to use this additional funding alongside their existing core funding and notional SEND budget to develop an inclusive core offer. As a condition of this funding, all mainstream schools are required to develop and publish an Inclusion Strategy, setting out the needs and barriers within their pupil population, how funding is being used and the approaches being taken to improve inclusion. The strategy must be published by 31 December 2026, reviewed annually and scrutinised by governors. It will also be available to Ofsted when evaluating inclusion.

Our Inclusion Strategy at Kingsmead
Our Inclusion Strategy sets out how we are responding to these expectations at Kingsmead and how we use our available resources to meet the needs of our pupils. It brings together our approach to identifying needs and barriers early, strengthening high-quality ordinarily available and adaptive provision, and providing targeted support where this is required.
Through our Learning Without Limits ethos, we aim to remove barriers rather than lower expectations. Our strategy focuses on ensuring that vulnerable pupils and those with additional needs or SEND benefit from an ambitious curriculum, develop increasing independence and are able to participate fully in all aspects of school life. We will regularly review the impact of our provision and use this evaluation to determine where resources and support can make the greatest difference for our pupils.
